Arrest and Charges
Former Kingsville Educator Arrested: Authorities confirmed that 56-year-old Robert Jerome Custer, an Abilene man with ties to Kingsville and other Texas communities, was taken into custody on August 15 on a federal child pornography charge.
Custer previously worked in Abilene, Kingsville, Barksdale in Central Texas, and Palestine in Northeast Texas, as stated in a release issued by the Texas Department of Public Safety (DPS). At the time of his arrest, however, he was not employed as a teacher or counselor.
Federal officials charged Custer with accessing child pornography, a crime that carries severe penalties under U.S. law.
How Investigators Identified Custer
Investigators connected a case involving Miguel Angel Estrada to a former Kingsville educator and arrested him. As detailed in a probable cause statement from Homeland Security Investigations (HSI), Estrada’s phone contained multiple files of “apparent child pornography.”
When investigators reviewed Estrada’s device, they uncovered a disturbing November 2024 video showing Estrada engaging in sexual activity while viewing child sexual abuse material with another man. Authorities later identified the second man as Robert Jerome Custer, linking him through Snapchat records and a law enforcement database. This connection ultimately led to former Kingsville educator arrested being charged on federal counts.
Agencies Working Together
The DPS Criminal Investigations Division is leading the case in coordination with Homeland Security Investigations. Both agencies emphasized that these types of investigations require collaboration across jurisdictions and multiple layers of evidence collection.
Investigators stressed that they continue pursuing the case and may file further charges if additional evidence surfaces.
Search for Potential Victims
One of the most pressing concerns for authorities is whether Custer may have had unreported victims during his time as an educator and camp counselor. Since he served in trusted roles, law enforcement actively investigates and seeks information from affected potential victims.
Officials urged community members to contact the DPS CID office in Abilene at 325-795-4070 if they have relevant information. DPS representatives said, “We aim to identify all victims and provide them with the support they need.”
Questions About Kingsville Employment
Custer previously worked in Kingsville, but investigators have not confirmed whether he served at the Kingsville Independent School District (KISD) or another organization. As of August 21, KISD officials did not respond to requests for comment.
The uncertainty has led parents and community members to voice concerns about whether Custer directly exposed students in Kingsville during his employment.
Community Reaction
The arrest has sparked shock and unease in the communities where Custer once worked. Parents and former colleagues voiced concern on social media and emphasized that educators must uphold the highest standards of integrity.
“This is heartbreaking for everyone who trusted him in a position of authority,” one Abilene parent wrote online. Others emphasized the importance of reporting suspicious behavior, saying vigilance can prevent future harm.
Broader Implications
Child pornography cases continue to highlight the dangers of online exploitation and the challenges law enforcement faces in tracking offenders who use encrypted apps and digital platforms.
Experts emphasize technology helps predators hide but also equips investigators with crucial tools to trace digital footprints. In this case, Snapchat records played a crucial role in linking Estrada’s actions to Custer.
Moving Forward
As the investigation continues, authorities remain focused on uncovering the full scope of Custer’s activities. For now, DPS and Homeland Security clearly stress that protecting children remains the top priority, and offenders will face accountability.
Therefore, parents, students, and former colleagues should stay informed and immediately report suspicious incidents linked to Custer’s past roles.
