New Policy Brings Changes to Youth Access at City Libraries

Corpus Christi Public Libraries will roll out new youth library card options across all six branches starting June 2. This move follows a significant policy update in March regarding the library’s collection development and access restrictions for minors.

The revised policy introduces more control over what materials minors can access, particularly in response to ongoing discussions about age-appropriate content. These conversations have spanned over a year among members of the Library Board, drawing both support and criticism from the public.

New Card Options Tailored to Age Groups

Under the new system, families can now choose between three different card types for children and teens:

  • Juvenile Library Card (Ages 0–12)
  • Teen Library Card (Ages 13–17)
  • Youth Library Card (Ages 0–17, existing option)

Each card comes with its own set of permissions and restrictions. While the current Youth Library Card will remain available and allow full access to all library materials and digital resources, the new Juvenile and Teen Cards introduce age-specific limitations to ensure appropriate content.

Juvenile and Teen Cards: Focused Access and Limitations

The Juvenile Library Card, intended for children 12 and under, restricts borrowing exclusively to juvenile materials. These include board books, picture books, early readers, chapter books, nonfiction, and media for young audiences. Additionally, cardholders cannot access CloudLibrary digital content or log into library computers with internet access. Furthermore, the library prohibits parents or guardians from using the card to check out other materials.

Similarly, the Teen Library Card follows this approach but expands access to juvenile and teen collections for users aged 13 to 17. Like the Juvenile Card, the Teen Card blocks CloudLibrary, computer internet use, and borrowing of other materials by parents or guardians.

In either case, both card types require accounts to remain in good standing to retain access.

CloudLibrary Restrictions Raise Digital Access Concerns

One notable consequence of the update is the restriction on digital content. CloudLibrary, used by Corpus Christi Public Libraries, cannot filter e-content based on user age. Therefore, both new card types will block access to this service entirely—a point that may affect families relying on digital reading options.

Balancing Protection and Access

The revised system aims to help parents better manage what their children are exposed to while using public library services. However, the change has sparked debate among residents about censorship, access to information, and the evolving role of libraries in community life.
