The proposed Inner Harbor Desalination Project has encountered another setback after independent scientists withdrew from reviewing a key environmental study, leaving Corpus Christi leaders searching for a path forward.
Without the planned peer review, city officials must now determine how to address unresolved concerns about the project’s potential effects on marine life and the surrounding bay ecosystem. The unexpected development has also delayed answers to questions raised by several City Council members.
Scientists Withdraw From Environmental Review
The latest obstacle centers on the far-field model study, a technical analysis designed to evaluate how the proposed desalination project could affect Corpus Christi Bay and nearby marine habitats.
Initially, three scientists representing separate organizations agreed to conduct an independent review of the study. Their participation was expected to provide an additional layer of scientific evaluation before city leaders considered future decisions related to the project.
However, that plan has now fallen through.
Corpus Christi City Manager Peter Zanoni confirmed that the scientists who had expressed interest in reviewing the study are no longer moving forward with the effort.
According to Zanoni, the city now faces an unexpected challenge because the independent scientific review will not take place as originally anticipated.
Peer Review Considered an Important Step
The far-field model study became a major topic in June when consultants presented their findings to city leaders. During that meeting, scientists from three different organizations volunteered to examine the research independently.

Because of that, city officials viewed the review as an important part of the overall evaluation process.
