For nearly 17 years, the City of Corpus Christi has faced controversy regarding the financial implications of uncollected library fees and missing inventory. City leaders have now addressed the issue, outlining their challenges in collecting overdue fines.

Efforts to Recover Unpaid Fines

2006, the city enlisted a collection agency to recover unpaid library fines exceeding $25. However, by 2012, the cost of these collections surpassed the recovered amounts, making the initiative financially unsustainable. At one point, officials considered using the municipal court system for enforcement. Still, legal obstacles—such as prosecution challenges and collection of court judgments—made this approach impractical.

The Scope of Uncollected Fees

A recent statement on the city’s website revealed that an average of $57,645 in fees remains uncollected annually across six public library branches. These losses stem from overdue materials, damaged books, and unreturned items.

The statement emphasized that uncollected Corpus Christi library fees are a widespread issue:

“It is widely understood in the library industry that fees are partially unrecoverable. The City of Corpus Christi is not alone in this issue. Libraries nationwide face similar challenges, and many have stopped charging overdue fines entirely.”

Flexible Payment Options for Patrons

Corpus Christi Public Libraries offer flexible payment plans to ease the burden on library users. Patrons can conveniently pay outstanding fees online or at self-checkout stations. Email and text reminders are also sent to notify users of approaching due dates, helping reduce the number of overdue items.

However, those with fines exceeding $5 are restricted from checking out additional materials until their balance is settled.
