The Texas Department of Transportation (TxDOT) held a public scoping meeting on Thursday, Oct. 3, to discuss the proposed Regional Parkway-North Padre Island project. This project aims to connect State Highway (SH) 286 in Corpus Christi to Park Road (PR) 22 on North Padre Island, covering approximately 15 miles across Nueces and Kleberg counties. The meeting allowed community members to engage with TxDOT officials, review potential routes, and provide feedback.
Overview of the Meeting
At the meeting, attendees had access to a prerecorded presentation and interactive maps detailing five possible route options for the project. TxDOT officials invited participants to share their thoughts and concerns about these options.
According to Rickey Dailey, TxDOT’s Public Information Officer for the Corpus Christi region, the project is still in the early stages, with the team currently conducting an Environmental Impact Study (EIS). Dailey emphasized the importance of the study, stating, “An Environmental Impact Study looks at the potential effects on both the natural and human environments. It is the most rigorous study for transportation issues, and we expect it to take about two years.”
While many residents welcomed the possibility of a second roadway to improve access to and from North Padre Island, others expressed concerns about the project’s potential impacts.
Concerns Raised by the Community
A Corpus Christi resident, James Hooper, highlighted some of the uncertainties in the proposed routes. “There are just so many things we don’t know about each of these potential alternatives. Factors like typography and land suitability need to be considered, especially for routes crossing Laguna Madre,” Hooper stated.
Other residents voiced concerns about specific route options, including the potential traffic burden on existing roads. “I would be extremely disappointed if the Yorktown route were chosen. The current traffic on Yorktown is already significant, and adding more would only worsen the situation,” Hooper added.
Project Timeline and Future Steps
TxDOT officials explained that the environmental study phase will take two years. After the study, TxDOT will select one of the five proposed routes. Once they finalize the study, the project will enter the design and permitting phase, which may take an additional one to three years. TxDOT plans to begin construction sometime in the 2030s, with an estimated completion timeline of five years.
Dailey addressed the project’s importance: “We have limited mobility and a lack of resiliency on the island. This project aims to improve hurricane evacuation, provide an alternate emergency route, and reduce seasonal congestion on SH 286 and Park Road 22.” These long-term benefits will significantly improve the local transportation system and community resilience.
Additional Opportunities for Public Input
TxDOT has made the prerecorded presentation available online for those who missed the meeting. The department will also accept additional public comments via email, online submission, and mail until Friday, Oct. 18. This extended comment period allows residents to share their thoughts and influence decision-making.
